when I Send to Data by 100/s,Value Return is Success,but Link Layer no

The first UDP packet sent is usually lost because the windows ARP cache is
not yet initialized. Try sending multiple udp packets and see if the 2nd one
gets sent.

You can view the contents of the ARP cache from the windows command line by
entering:
arp -a
