my .NET application won't run on...

hi all,
everytime i try to run my application i get an unhandled exception then i get 'registered JIT debugger is not available'
my application is trying to connect to SQL server. I was able to connect from my PC (dev machine) to server 2003 (has the SQL server on it) with no problems however when i install this program on the server itself or any other machine i get the above error. i am using the follwing to connect to the SQL server in my code:
Server=DBSVR;" & _
"DataBase=MyDatabase;" & _
"Integrated Security=SSPI;Connect Timeout=5"

I tried to modify the security level for the framework to fulltrust but still didn't fix it. I don't think its from the SQL connection itself because i am not opening any connections when i am loading the program!. I also added a msgbox("Hello") in my main but i don't even see it
target machine has the framework up to date, i don't know whats going on..
anyone has seen this before? is it .NET Framework?
