Creating a C Template Item and a C Template Project

For didactical purposes I'm trying to create a C Template Item (an
empty *.c file) (the header template file is already included) and a C
empty project with all the settings to allow only C programming.
Following the instructions of some articles I read, i should be able to
export my template item by selecting a c file I previously created (and
included in a C project) and by clicking on Export Template... that is
disabled!!

How can I export my template? And how can I save the created project as
a template?

Is there a way to create an "item template" (File | Export Template) where it is only available to the current project? I mean, a lot of the time (most of the time I would say) "item templates" only make sense in the project they were created in... and not have them pollute the generic "Add New Item" dialog box for projects where they make no sense. -- -C.
