IS Downloading a web site for offline use a crime by any law?

I wanted to use some VB tutorial offline so I use some free web site downloader utility and made that entire site available for offline use.
My Superier took an objection for the same saying that its not legaly allowd to have
such site downloaded to ur HD for offline use.
My Q is if A macantosh allows a command to down load entire site in few minutes
if No PC based software gives any warning b4 i download a site
(like NERO gives a warning about not duplicating copy protected CDs BUT it burns the CDs)
tell me , is by any low it is prohibited to download a site?
