How to set the environment variables for new processes

I am working with the java Process in Linux. I start new process but I can't set the variables enviroment for those processes I start.

Example:
I had two users in my pc
main(super user)
other(none super user)
The application its been running by main but this application could start new processes and i want to set the variables enviroment for each one.

I want this process to run under a different enviroment much more controlled
like this process couldn't start new process or work with files(write,delete,read)
Process pro = Runtime.getRuntime("a.exe");
pro.waitfor();
