User Master Records in JAVA

How do I preserve my user master records in JAVAS after a system refresh? Currently they are being erased and all users have to be put back in. What is the correct process to avoid this and keep my UMR intact?

Java is supposed to be platform independent and you can't do this in Java without
tying it to a certain platform using JNI.
