is it even possible....?

is it possible to make an application for a racing game i play regulary on-line, called DTR2 (Dirt Track Racing 2). I know there are some programs out there already made, but for nascar that allow you to see live results of the race. Like whos out of the race/broke down/yellow flags/Lead changes and such. I have no knowledge of java what so ever.
