help needed deploying web app on axis

I know this must be class path or a configuration problem but for the
life of me I can't figure out what I have not included or configured
right. I am trying to use axis on tomcat. When I try to deploy one
of the sample axis web services I get a
java.language.noclassdeffounderror org.apache.axis.client.AdminClient.
Where is the AdminClient??? Somehow it is getting missed in the class
loading.

My axis installation checks out fine per the
happyaxis.jsp...everything is found.

The AdminClient is disabled by default. Try to enabled in axis/web.xml.
