perfectly is a very rare usable term in coding at all. there is more something like best practices when solving similar problems. How to write the css depends on the specific case as well - since the code of the application might rely on it or vice versa - for example a button should have different appearance once clicked, could be disabled or whatnot. So there is not something like 'THE' best way. All depends on the application it will be used for.

So being a coder myself, I would tell you some advice and that is coding is just like maths and even if you watch million videos and even complete CLRS without practicing, you are not doing coding. For coding, first step is understand the syntax and write codes so that there is an even balance between theory and practice.
So at first you need to start coding and then to draw conclusions if u need it at all
