Visio-like tool to draw web interfaces

Hello,
my boss is looking for a tool that would enable her to draw web interfaces
easily, like visio does for other types of diagrams. What she wants
this for is , I assume, to give me an exact sketch of what she wants me to
develop.

is she trying to produce a site map? in which case visio is ideal for the
job

or a page layout? several of my clients will send over JPGs, scribbled
faxes, paper knapkins and sometimes just the corporate logo and written
instructions. The most useful to you I guess is the images - I know not how
they are produced, but from the quality of them I'd say that both product
and skill need to be available.

No, the idea is to draw a page layout, with the ability to place "widgets"
or "controls" like drop-down menus etc, in a precise way on a page. I have
all the images and the logos I need, but I have not started working on the
design part yet (I'm developping a PHP application).

IIRC Visio has a set of objects for that purpose.

I can't help you, however, somebody did design something similar to
what you wish to do:
