Image itself being behind the color, but the color being just transparent
enough to see the image. Sort of like a haze type effect.

Image itself being behind the color, but the color being just transparent
enough to see the image. Sort of like a haze type effect.


You can't do that with CSS - you'll need a transparent image, or fake
the effect.
Faking is what I did here:

Doesn't have the desired effect in IE though.
