VERITAS netbackup failed on AIX DB2

After setting the netbackup, it is found that there is below error.

SQL2062N An error occurred while accessing media
"/usr/openv/netbackup/bin/nbdb2.sl". Reason code: "513"

DB version: v8 FP14
Instance width: 32-bit
Netbackup client: NetBackup-DB2-AIX5 5.1MP5

Does anyone have any suggestion or solution?

From the NetBackup for DB2 admin guide, reason code 513 means:

513
Message: NetBackup Begin Action Failed
Cause: NetBackup encountered errors when attempting to start the
requested operation. This can indicate a problem in
obtaining necessary resources.
So, talk to your NetBackup admin.
