Can't register DB as data source

I have a windows 2000 server running V8 fix pack 4a with the DB2
Instance. I wanted to move the active database off of the db2
instance away from the TOOLSDB so I created a new instance INST2. I
created a database XYZ in INST2 and that went fine. I went into
client configurationa and wanted to set the XYZ database "Register
this database for ODBC" I clicked on the check box Selected "As
System data source" and tool the default name XYZ as the source name.
I click finish and nothing happens. I don't get an error message or
anything it just thinks for a minute and doesn't do anything.
Any one had this problem before? Am I missing a step?
