How to read an input from a file at command line?

For example: After writting the code in the editor, I press the "Execute and Run" button and that takes me to the command prompt screen. (the black screen). For input, I want to read from a file named Count.txt. Please, how can I go about this. Thanks.

I am totally confused about your question.

more over you didnt mention what OS you are working on.

Are you talking about shell scripting or what??
