convert a file to hexadecimal equivalent

in C/C++ programming how do I convert a file to ita equivalent hexadecimal equivalent?
further more i would like to know if there is a function that would let me know if a file is exectable.

Where a file is an executable is operating system/file system defined so no there is no standard function to give you this information.

What do you mean convert a file to its hexadecimal equivalent, all files are a the same; series of bytes. It is what you do with the data, how you print it that defines what the user sees.
