binary vs decimal mode

What does it mean?

Nothing there is no binary or decimal mode in programming.

In mathematics

99 base 10 (or decimal) = 1100011 base 2 (or binary)

On a computer everything is done in binary. Decimal, octal and hexadecimal notations are just the way that the binary values are displayed for us humans to read them.
