Control Access to computer

Hi all...

I'm trying to do a program to control my lan house, and I need to
control the access of a user by the time he paid.

For example, when the user pays I unlock the computer to him, and at the
time his period expires the computer locks again...

I'll try to make it in c#...

Does someone know how to do it??? or what I have to research to do
that??
thx...
