problem with service & event viewer (file with a user-mapped section open)

hello,
I have service that copy dll file that contain information of one of
the sources of
the event viewer. the service is in system permission.
if someone used event viewer before the process , and even shut off the
event viewer,
he get error in the copy process that means "The requested operation
cannot be performed on a file with a user-mapped section open"
if I copy the file by hand (administrator permission), I don't get an
error.
How can I fix this problem?
