Problem with connection pooling.

According to a problem I reported previously I was notified that connecting
to sql server with c# has problems when attempting to connect to a database
after many previous attempt failures.

Ex. Shutting down the server or losing connectivitiy then trying to have a
c# repeatedly try to connect to it.

How does one force the server to close connections? It should be possible
to make an application that can reconnect to a database after many failures.
I even tried to turn off connection pooling with Pooling=false option.

Any ideas besides using dotnet 2.0 (notified that this issue no longer
occurs in 2.0)

This is an urgent issue any help would be appreciated and thanks ahead of
time.
