How to implement "send to " or "Open with " in Explorer shell ?

I want to write a file tools that
can access files by "send to " or "Open with " in Explorer shell

but I don't know how to implement

who can help me

put a file in the following folder

C:\Documents and Settings\<Windows login user name>\SendTo
