Download a file on client system

how can i download a file on the client system?
I need my client to run an executable file
I'll explain u the scenario.
I want to check the client system thru web (asp or aspx page) for the
existence of directx 9. If directx exists on the user system then i want to
download this file in the temp directory and execute it.
How can i acheive this?

I think that a activeX is the best approach.
