Exist any alternative manage property (create policy, setting filter) of
ipsec on Windows Server 2003 from .NET framework? My program using extern
command netsh, but it's not elegant solution.

Not sure why is it not elegant?
You can always use gpedit.msc if you need something more windows like.

gpedit.msc is not interest for me, but is not controlling from any programs.
