how to SIO_RCVALL

i hear that SIO_RCVALL has bug... do you know anything about this. was it
handled.
we are writing program to handle all packets incoming and outgoings. we use
SIO_RCVALL to capture all packets but we can get incoming only. how can we
get outgoing packets.
