TabStop mystery

Ref: Win2000, .NET 1.1

I have a form: each line has textbox as input, ident label on left. For
format purposes, each textbox is contained in a panel.

Some labels are links (though not 'linklabel') to popup form with text
to add to assoc textbox.

'Tab-ing' through textboxes works fine - but labels that are links,
though 'TabStop' is 'true' and 'TabIndex' is non-zero, 'Tab-ing' does
not stop on these.

Any clues? Thanks!
