I have a Webpage that dynamically loads a series of thumbnail images from a
SQL database into a placeholder. The problem I have is that the page
displays before all the images have been populated and hence you can see the
images slowly populating on screen.

the question I have is how do you prevent a page from displaying until all
the images have been downloaded completely.

You could use intialy hide this content and reveal it client side once all
is loaded (completed event if In remember ? client side).

That said I would check first :
- are you using small thumbnail images ? IMO it would be better to minimize
the download time and let images appears one after the other so that the
user knows it is in progress plus he could click on a thumbnail he like even
if the other images are not loaded.

With a "wait for all" solution he will have to wait for all images before
being able to do something....
