Integrate HttpHandler in UI application (using Forms)???

I know how to create HttpHanlders in a WebApplication (using IIS 5.1)
and I know how to write a From-application. However, how do I combine
these 2 into 1 application??

Should I start by creating an Windows application and add a
"web.config"-file to that project that points to the dll that contains
the handler?
