Button does not work on Enter

On some ASP.NET forms, a default button (the first in HTML) responds to the
Enter key and on some forms it doesn't though it is highlighted. What may be
a reason?

If I can get away with it, I usually just call the
Button.Click event handler if the page is postback:

If Page.IsPostBack Then
Me.btn_Click(Me, e)
End If
