Config Files, part 2

Last week I posted a question about the use of config
files with class libraries. Alek Davis answered (thank
you!), and code tests have proven his answer correct.

However, now I have a related question. My class library
calls a web service. To avoid the problems of hard-
coding, I like to use dynamic binding for web services
references, so I can simply change the config file to
point to a different server (test or production).
However, even when I set the library's reference to
dynamic (and I see the app.config file get updated), it
appears to be compiled as if it was static. What gives?
