In design view of the form, it should be a right click and click on header/footer in the drop down menu.

As far as making it so users can not resize form, that is in the properties tab. Aloow resize choose NO. Hope this helps, I am new to this but I am pretty sure this should be correct.

When you select header footer, you should see two new bars in the design view. You are going to need to expand those selections(click and drag the details bar down and it should show you the header). I would use Label to show it consitently.

Also, if the resize you are refering to is that it maximizes then you need to deselect the command buttons max and min. If it is something else you are refering to then let me know.

Give that a shot and see what happens.
