Access Relationship Help

Hey -

I'm designing the relationships between some tables in Access and am looking for a little guidance - The part I'm struggling with:

I have four tables,

Inspections (inspection_ID,........)
Incident (Inc_iD,.......)
Environment Incident (env_id, ....)

and

Investigation (investigation_id,.....)

When an incident, environmental or not, or an inspection is entered into the system, one investigation is mandatory. What would be the best way to link these tables? I've tried a few different ways but am unsure which would be best...

If there is one and only one investigation per incident then create a foreign key in Incident table for investigation_id.
