How to link ALL data with an specified PROJECT, create ACCOUNTS for users, and "EXE"

Hello guys, i just started developing a database for my company which will help a department to build BILL OF MATERIALS (BOM) of different projects. The main idea is that FIRST the user will CREATE/SELECT the PROJECT so that he can start creating or modifying all the info under that project. Once the user has selected the PROJECT, FIRST the engineer will enter engineering data through the ENGINEERING form, THEN the costing department will add/modify data regarding ONLY the PRODUCTS ALREADY ENTERED by the engineer, finally the PRICING deparment will do the same. (COSTING and PRICING can ONLY work with the already created ENGINEERING data).

Iam quite a beginner with access and i need your help with 3 things:

1.- How can i setup different "authorizations" or "users" so that ONLY the engineer can change engineering data, only costing deparment can modify costing info, etc..?

2.- Once all forms and reports are finished how can i make the database executable?? (as in the user only has to double click a file name and the database will open with the PROJECT form which will then take it to the ENGINEERING table, COSTING, PRICING...)
[indent]3.- How should i create the relationships so that ALL DATA for EVERY diff PROJECT is stored under different project tables, so that when you select a project it will take you to its specific data????

Hire a consultant or buy an off-the-shelf solution. This is NOT a job for a beginner. Coding errors or security breaches could easily cost your company ten times the development cost.
