ODBC Dialog won't appear

I am having and issue linking to an ODBC database. The issue is
simple. When I try to link and select ODBC data sources as the Files
of Type, the ODBC dialog (to pick the DSN) does not show. It just acts
that though I hit cancel. I am using Access 2003, SP2. Just started
happening. Any help would be greatly appreciated.

You have Norton AV installed on your machine, right ?
In the past I've already posted here the following suggestion :

---
Start Norton
--Security Basics / Auto-Protect / Configure Auto-Protect --Other /
Miscellaneous
There you should find a check box labeled "How to keep Microsoft Office
Documents Protected", which you should deactivate and then restart your
machine.

I don't know NAV 2006 but there it should be :

Options - Norton Antivirus Autoprotect - Bloodhount Heuristic
