MDE Licensing

A couple of quick questions:

Does MDE require licensing? Can I create and EXE from it? Can it be sold
without having to purchase Access?

Where can I find this information on Microsoft's site?

No. No more than distributing an Excel file or Word file does.

No. Just as you can't make an executable from a Word file or Excel file.
Can it be sold without having to purchase Access?
Yes, but without Access your purchaser can't run it.

Microsoft does sell tools to allow Access developers to build and distribute
a royalty free runtime version of Access that can run Access files, but not
do design work on them. If you need to distribute your application to
people who might not have Access installed you can go that route, but it is
not inexpensive, easy, or without issues.
