To deliver what your client really wants, you'd need to upsize the data to
SQL Server and upsize the reports to SQL Server Reporting. Then they
can get run time filtered reports on demand from the live data.
Alternatively, you could have various reports run each evening from Access
creating snapshots or HTML versions of the reports and copy these stock
reports to a web server.
Otherwise, there are some workaround solutions, but all are very resource
intensive for the server and wouldn't support too many concurrent users.
There's also a 3rd party tool that works pretty well. Check out ...

Access 2003.
A client has asked me "Can you publish multiple Access reports to the
Web and allow them to be selected individually using a filter, for
example?"
My reply was "er ... dunno. I'll ask. Not my area of expertise.
Does anybody know? Any pointers to info on how to do it?
