concurrency issues

I am developing an asp web application that uses access 2000 that
allows the user to edit, delete and create new "News". I've got all the
functionality down. My problems are:
1) when a user E is editing another user D can delete the news item
thus causing an error for user E.
2) sometimes a page is not refreshed when first viewed thus leaving
previously deleted/edited items up. This causes errors for some one
later that may edit of delete this old item. I used response.expires =
-1 but I recieved a HTML header error.

Are there ways to handle this by configuring access? any help/advice
would be appreciated,
