Highlighting current checkbox

When a checkbox is the current control, the label is highlighted with a
dotted border. This seems to be for some checkboxes and not for others
in my case. What property do I need to check to get the behavior of all
checkboxes the same?

It depends on the Parent of the label. You cannot directly edit this,
however, from the graphical interface. Cut the label, select the
checkbox and choose Paste; the label will now be a child of the checkbox.
