Is there a way to convert the menus in a 97 access system to access
2000 without having to rewrite them again in 2000?

Any file I've ever converted to 2000 the menus have just worked.

What problems are you having?

You can import menus from one database to another.
Click on the Options button of the import form:

File|Get External Data|Import| .... | Import | Options
