basic question about foreign keys

If TblX is linked to TblY in a many-to-one relationship, so we have

TableX:
field TableX_ID (PK)
fieldY (FK)

then if the FK field Y is set to "not required" - can I still save a record
in TableX, if for that record, field Y is left blank?

Yes. A foreign key can be Null, even when invovled in a relationship with
Referential Integrity.

Setting the field's Required property to Yes is the best way to prevent this
if that's what you need to do.
