Yes. A foreign key can be Null, even when invovled in a relationship with
Referential Integrity.
Setting the field's Required property to Yes is the best way to prevent this
if that's what you need to do.

If TblX is linked to TblY in a many-to-one relationship, so we have
TableX:
field TableX_ID (PK)
fieldY (FK)
then if the FK field Y is set to "not required" - can I still save a
