In your experience, what are the main obstacles to securing software?

I'm researching attitudes to security in software development, and have yet to find consensus (although I don't expect to). From what I've read and heard from others, some devs just aren't interested in security, others feel that the organisation doesn't allow them scope to include security. I was wondering, in your experience, what has prevented you from making your code and software secure during development?
