Custom Control Location and Size Properties Appear Non-Responsive

Hi,
I have a program that orders a series of custom controls within a panel
that has Autoscroll turned on. At runtime I have to reorder the layout of
the custom controls. For some reason, sometimes the Location and Size
properties (including Top, Left, etc.) can't be changed. No error is thrown,
but the value doesn't change after assigning something to any of those
properties.

For Example: Control.Top = 50 'Does not set Top to 50

Can anyone give me any idea of what might be happening?
