Hebrew problem with HTTP POST to ASP page from .NET?

Hi,

I have a web service that makes HTTP POST to a URL written in regular
VBScript ASP.

My web service is posting Hebrew with UTF-8 encoding but I am getting
"????????????" on the ASP page.

The server is Windows 2003.

Could it a problem with the Windows 2003 settings or something with no
compatibility with ASP.NET & regular ASP?
