Question about .Net deployment

I've just recently started working with .Net. So I appologize if this is a
repeat question.

I have a small app (~1.5 MB) that requires the .Net framework on the target
machine. The only articles that I have seen that will add the framework to
the distribution increase the msi file size by around 25 MB. I would really
prefer not to inflate my distribution that much.

Is there a way to make it where the it will download the .Net framework from
my website if and when it is needed?

Why download .NET framework from your site? You should direct your user to
go to MS's site and download from there (provide a link in your app's
document, such as ReadMe.txt, would do it).
