On/Off Modes in XML

Hello in XML i have a question...

CLASS name="CommandArgs" mode="off" severity="3"/>
<CLASS name="XMLConfig" mode="off" severity="3"/>
<CLASS name="DbShmLoader" mode="off" severity="3"/>

What is that mode="off" indicates

If we use on what will be the impact
