Loading an xml

Hi, I'm trying to get some javascript to read the below file. I get it to work in IE but firefox/mozilla it's not working. I keep getting 0 for the length. The code below is what I have,

<head>
var xmlDoc = document.implementation.createDocument("","",null) ;
xmlDoc.async="false";
xmlDoc.load('problems.xml");
var problems = xmlDoc.getElementsByTagName("problem");
alert(problems.length);
</head>

in the problems.xml file

<problems>
<problem>
<problem_id>2</problem_id>
<problem_name>Not working</problem_name>
</problem>
</problems>

Any hints?
