how to break a row of a table on a new page if too large

I want a row of a table to move onto the next page if it does not fit onto the current page. My code loops round, displaying a new row.
Any help would be appreciated.

My code is like...

<xsl:for-each select="/a/b/c">
<xsl:if test="title_no='19'" >
<fo:table-row >
<fo:table-cell border="0.5pt solid black" padding-left="5.4pt" padding- right="5.4pt">
<fo:block end-indent="0pt" line-height="11.4pt" orphans="2" start-indent="0pt" text-indent="0pt" white-space-collapse="false" widows="2">
<fo:inline font-family="Arial, sans-serif" font-size="10.0pt"><xsl:value-of select="item_desc"/></fo:inline>
</fo:block>
</fo:table-cell>
</fo:table-row >
</xsl:if>
</xsl:for-each >
