Creating Tree Menu or similar without using Javascript

I am not sure if it is related to this forum.

I already created a tree menu using Javascript. Is there a way not to use javascript? because some of the users and browsers are not allowing javascript to run.

please give a snippet or hints or maybe url to study.. thanks guys.
