Implement ODRL into a jpg file

Hi, i'm a newbie in XML world :)
Currently my group is doing final project which is about DRM.
From our research it appears that we need to implement ODRL because ODRL enable us to set permission, access, etc. Thus ODRL will help us to prevent the image being copied without the owner's permission.
I find an article about OMA that implement ODRL into a jpg file.
They embed a XML file into the header of jpg file. I can say this because below the XML code they put the content of the jpg.
Can someone point me how to embed the XML file into the jpg header like what OMA project did? Or if i'm wrong can someone pls guide me?

I'm not sure if I can help at this point.
I recommend to post your question on the most related forum (like .Net, Java, C++ ) since the problem is not about how to build or read an XML file.
Also, we cannot provide full source code, but suggestions and small samples.
