How can I restart my Laptop using keyboard commands?

I have a problem to my laptop, I cant view the windows taskbar, every time i go to the control pannel and choose to view my windows taskbar it doesn't work, I cant restart or turn off my laptop because of this, , ,
my question is,
How can I restart or turn off my laptop using my keyboard?
example, if Ctrl+v is for paste what is the shortcut key for restart or turn off pc or laptops? I'm using window seven ultimate O.S. . .

But you should really fix your start bar issue. Perhaps auto hide is turned on, or it's set up for a dual monitor and the laptop screen isn't set up as the main screen, or it was dragged to a different edge of the screen, or it could be a combination of these.

You can do It using command prompt.
Start the "Run" Dialog box by pressing "Windows Logo Key + R" then type "cmd" and press OK. And use the code without quote.
For shutdown: "shutdown -s -t 5"
For restart: "shutdown -r -t 5"
