Restart Problem

hey guys, pls can someone tell me what to do on my laptop?
each time i click on restart instead of the system to restart it will shutdown...am using Toshiba Satelite t130-13q with Windows 7 ultimate

have you checked the power options under the control panel mabe it is specified to do that
