How to Open Multiple URL's and programs in sequence in batch file without WAIT cmd.

I have created a btach file, in which i take user input to open particular set of URL's and web based applications but these URL's and applications are not coming in same sequence.
For example notepad gets open before a URL www.google.com
I have tried using WAIT but as that URL page has authentication it dont go to next URL untill all page gets uploded which takes lot of time and some times i need to close that URL then next URL gets open. Tried with /HIGH , /ABOVENORMAL priorities.
Please guide me.
